MEET THE ADVISORY BOARD
Toby Hur, MSW | ChairToby Hur has worked in the nonprofit field for more than 16 years. He is a member of the UCLA Luskin School of Public Affairs Social Welfare Field Faculty. He served as the Director of Membership Services for the California Chapter of the National Association of Social Workers (NASW) for six years. Previously, he worked as a program director, health program manager and counselor for the Koreatown Youth and Community Center (KYCC). His previous experiences include: clinical social worker for the emergency medical departments at King Drew Medical Center and Los Angeles County USC Medical Center; hospice worker; and project coordinator for the development of A3M, an Asian Pacific Islander bone marrow donor recruitment sponsored by Little Tokyo Service Center Community Development Corporation.

Tsu-Te Huang | MemberTsu Te Huang has been in the banking industry for over 25 years and he is currently the Executive Vice President and Private Banking Director of Royal Business Bank. Mr. Huang oversees the financial activities of high net-worth clients of the bank, and is involved in bank-wide decision & strategy making with the President of the bank and other EVPs. Mr. Huang is presently an Elder of Evangelical Formosan Church of Los Angeles. Mr. Huang holds a B.A. from Chinese Culture University.

Stephanie Chen, LCSW, MPH | MemberStephanie Chen has worked in the behavioral health field for over 15 years. At the LA County Department of Public Health, Stephanie currently oversees a team focused on equitable and community-driven substance use prevention initiatives for Los Angeles County. Stephanie has worked at local government, non-profit, school, and university settings, leading holistic public health programming and evaluation, performance improvement, and clinical interventions for vulnerable and low-income populations. As a licensed therapist, Stephanie also brings her clinical experience in providing individual and group therapy to children and adults.

Nancy Lam, JD, MSW | MemberNancy Lam is a clinician turned attorney and has worked in the health and behavioral health field for over 15 years. As a social worker, she specialized in strength-based crisis intervention, fact investigation, and trauma informed clinical case management for children and families, and as an attorney, she has focused her work on legislative and administrative advocacy in children and youth, behavioral health, and community partnership. In her current position as a health law attorney at Nelson Hardiman, a law firm for the healthcare and life sciences industries, Nancy helps health and behavioral health care providers navigate through complex health care regulatory and transactional issues. Nancy has worked in various settings and areas, including: school, hospital, county child welfare, court mediation, community mental health, and nonprofit advocacy. She brings with her a wealth of experience and expertise as a provider and legal advocate.
